NTSB Narrative Summary Released at Completion of Accident

On March 30, 1994 about 1805 Greenwich mean time, a Cessna 421C, N26563, collided with un-even terrain at the termination of a forced landing, near Ingolstadt, Germany. The forced landing was precipitated by a total loss of power on both engines during initial takeoff climb. The certificated airline transport pilot, his co-pilot, and their 5 passengers were not injured. The airplane was substantially damaged during the landing. The corporate/executive flight was being operated by Air Futura Aviation Leasing, doing business as Futura Property Investments, Limited of Wilmington, Delaware. The flight departed Ingolstadt about 1800 hours and was destined for Berlin, Germany. Visual meteorological conditions prevailed and an instrument flight rules flight plan was filed for the flight. The pilot of the accident airplane submitted a written statement to the Board. In that statement, the pilot said he landed at a German Air Force Base about 1120 local time and requested a refueler add 29.5 gallons of fuel to each main fuel tank. The pilot said he returned to the airplane that afternoon with his co-pilot and passengers for the flight to Berlin. The pilot reported that he advanced the throttles on takeoff, but aborted the takeoff because the right engine did not develop the required takeoff power. He said he taxied back and performed two "successful" full power run ups. He said he then received a new takeoff clearance. After applying power, he noted both engines were at 39 inches of manifold, the required takeoff power. After takeoff, and after retracting the landing gear, the pilot reported both engines had a loss of power. He landed the airplane in a field. The pilot reported "The investigation of the German LBA found out that the airplane was re-fueled with Jet Fuel by the German Air Force."
