THE PILOT ATTEMPTED TO TAKEOFF FROM A PRIVATE FIELD WITH 40 DEGREES OF FLAPS EXTENDED. THE AIRPLANE WOULD NOT CLIMB AND IT SETTLED INTO A MARSH AREA OFF THE END OF THE FIELD.
