NTSB Narrative Summary Released at Completion of Accident

On December 5, 1995, at 1425 hours Pacific standard time, a Piper PA-28, N4577R, owned and operated by the pilot crashed 2 miles short of the runway during an approach to the airport at Ensenada, Baja California, Mexico. The aircraft was destroyed and the certificated private pilot was fatally injured. The aircraft departed the Fullerton, California, airport at 1125 for a flight to Brown Field in San Diego, California. Shortly after departure from Fullerton, the pilot filed a VFR flight plan for Ensenada. The investigation is under the jurisdiction of the government of Mexico.
