NTSB Narrative Summary Released at Completion of Accident

On May 14, 1996, at approximately 1515 central daylight time, a Douglas DC9-14, Mexican registration XASNR, was substantially damaged during a forced landing near Tampico, Mexico. The airplane owned and operated by Allegro Airlines of Monterey, Mexico, was operating as Allegro flight 401, on a Title 14 CFR Part 129 charter flight from Orlando, Florida, to Cancun, Mexico. Four passengers sustained minor injuries during the emergency evacuation, while the crew of four and the remainder 36 passengers were not injured. Visual meteorological conditions prevailed at the time of the accident, for which an international IFR flight plan was filed. According to the operator, a total loss of engine power was experienced when the airplane was over the Gulf of Mexico, approximately 23 nautical miles east of Tampico, Mexico. The pilot elected to continue the approach and attempt to land at the Tampico Airport. The airplane was reported to have landed on a road, short of the airport. During the landing roll the nose landing gear collapsed resulting in structural damage to the airframe. The investigation is under the jurisdiction of the Government of the Mexico.
