NTSB Narrative Summary Released at Completion of Accident

On July 18, 1998, about 1700 Atlantic standard time, a Cessna 172F, N5682R, registered to a private individual, experienced a propeller blade to person contact while on the ramp at the Grand Turk Airport, Grand Turk Island, Turks and Caicos. Visual meteorological conditions prevailed at the time and no flight plan was filed for the 14 CFR Part 91 personal flight. The airplane was not damaged and the pilot was not injured. A person on the ground was seriously injured. The airplane was on the ramp with the engine operating, preparing to depart. The pilot stated that he had started the engine and was preparing to taxi to takeoff when he was motioned to remain on the ramp. He complied and was asked if he could carry 2 passengers to his planned destination. He agreed, exited the airplane with the engine operating, and began loading the passengers' baggage. During that time, an individual other than one of the intended passengers walked into the rotating propeller. The investigation is under the jurisdiction of the government of the United Kingdom.
