THE PILOT STATED HE ENCOUNTERED A CROSSWIND WHILE ON SHORT FINAL, THE AIRPLANE DROPPED AND LANDED ABOUT 400 FEET SHORT OF THE RUNWAY WHICH RESULTED IN THE LANDING GEAR COLLAPSING.
