THE PILOT COMPLETED REFUELING THE AIRPLANE AND TOOK OFF TO CONTINUE THE BANNER TOW OPERATION. DURING CLIMBOUT THE ENGINE LOST POWER; THE PILOT'S EFFORTS TO RESTORE NORMAL ENGINE OPERATION FAILED.
