NTSB Narrative Summary Released at Completion of Accident

On August 19, 1999, at 1530 Greenwich Mean Time, a Lake LA-4-200, N6187V, was substantially damaged while landing on Lake Puruvesi, Finland. The certificated commercial pilot and four passengers were not injured. Visual meteorological conditions prevailed, and no flight plan was filed for the personal. According to information provided by the Finland Accident Investigation Board (AIB), the pilot decided to land on Lake Puruvesi before flying to Savonlinna Airport, Finland. A step landing was attempted because the pilot thought the conditions were suitable for it. As the airplane touched down, left wing first, it "swerved violently" to the left. The right wing then "slammed" down and plunged into the water. When the pilot realized that the airplane was taking on water, he applied full power and taxied to a nearby shoreline. AIB investigators determined from weather reports and witness interviews that the water conditions would have required a glassy water landing. The landing direction was into the setting sun, the wind was "almost calm," and there were small fair weather cumulous clouds in the sky.
