NTSB Narrative Summary Released at Completion of Accident

On January 23, 2000, at 0855 Pacific standard time, a Cessna 172M, N1673V, registered to and operated by Evergreen Flying Club, as a 14 CFR Part 91 personal flight, nosed over during the landing roll at the Squamish Airport, Squamish, British Columbia, Canada. Visual meteorological conditions prevailed at the time and no flight plan was filed. The airplane was substantially damaged and the private pilot and his passenger were not injured. The flight originated from Victoria, British Columbia, about 45 minutes prior to the accident. In a written statement, the pilot reported that prior to departing from Victoria, he contacted Vancouver Flight Service Station for a weather briefing. During the briefing, the pilot asked for any NOTAM's for the Squamish Airport. No NOTAM's were reported. The pilot reported that upon arriving over the airport, he attempted to contact the airport via the unicom frequency for runway conditions. There was no response and the pilot made a low pass over the runway to visually check the conditions. The pilot stated that the runway looked like it was snow packed and decided to make a landing to the north. The pilot set-up for a soft field landing with "full flaps extended, slow speed, light touchdown, and holding the nose wheel off as long as possible." As the nose wheel touched down, it broke through the crusty layer on top and then dug into the snow. The propeller contacted the snow and the airplane nosed over. Witnesses at the airport reported that the snow depth on the runway was about one to one-and-a-half feet deep.
