WHILE ON FINAL APCH OVER A LAKE FOR LANDING AT A PVT RESIDENCE, THE PILOT EXPERIENCED BINDING T/R CONTROLS AND LOSS OF ANTI-TORQUE CONTROL. HE REDUCED THROTTLE TO MAINTAIN HEADING AND THE ACFT SETTLED INTO WATER.
