NTSB Narrative Summary Released at Completion of Accident

THE TWIN ENG TURBOPROP COMMUTER HAD JUST LEVELED OUT AT 10,000 FT IN IMC, WITH LIGHT RAIN AND TEMP 6 DEGREES C OAT, WHEN THE CREW NOTICED A POWER LOSS INVOLVING THE RIGHT ENG. IT QUIT SHORTLY THEREAFTER. WHILE THEY WERE CALLING CENTER FOR LOWER ALT THE LEFT ENGINE QUIT. THE CREW LATER REPORTED THAT BOTH ENGS HAD SEIZED AND WOULD NOT TURN FOR SEVERAL MINUTES. THE CREW CONTINUED TO ATTEMPT RESTARTS UNTIL THEY WERE SUCCESSFUL. THE DESCENT WAS STOPPED AT 4000 FT AND THE ACFT WAS RETURNED TO THE DEPARTURE ARPT. THEN ENIGNES WERE NOT EQUIPPED WITH AN AUTO RELIGHT KIT, OR CONTINUOUS IGNITION. FLT MANUAL AND COMPANY PROCEDURES DID NOT REQUIRE THE USE OF ENG ANTI-ICE IN VISIBLE MOISTURE AT TEMPS ABOVE 6 DEG C. OAT GAGE IS LOCATED NR CAPT'S LT KNEE AND DIFFICULT TO READ. ENGS ARE NOT EQUIPPED WITH ICING DETECTION SYSTEM. ACFT IS CERTIFIED FOR FLT INTO KNOWN ICING CONDS.
