THE ACFT COLLIDED WITH RISING TERRAIN ON A LOCAL FLT. THE PAX INDICATED THAT THE PLT WAS FLYING BELOW THE CLOUDS AND CAME TOO CLOSE TO THE MTN TO AVOID THE COLLISION.
