THE PLT STATED THAT AFTER DEPARTING ON RWY 07 FOR TOUCH AND GO LANDINGS, THE ENG 'SAGGED 400-450 RPM.' WITH INSUFFICIENTPOWER FOR CONTINUED FLIGHT, HE LANDED IN A PLOWED FIELD. THE PLT REPORTED CARBURETOR ICE.
