NTSB Narrative Summary Released at Completion of Accident

On November 24, 2000, about 1430 eastern standard time, a Cessna 172P, N84FR, registered to and operated by Redline Enterprises, as a Title 14 CFR Part 91 personal fight, crashed on takeoff from Port Au Prince, Haiti. Visual meteorological conditions prevailed, and no flight plan was filed. The airplane incurred substantial damage, and the pilot, the sole occupant of the aircraft, received serious injuries. The flight was originating at the time of the accident. The aircraft owner stated that the wind was from the east, and the pilot had been taxiing back towards the west on runway 27 for a subsequent takeoff on runway 09. The aircraft owner further stated that another aircraft was inbound to land, and when the accident aircraft was about mid-runway during the back-taxi, the pilot performed the takeoff to the west with a 20-knot tailwind, to vacate the runway surface. According the owner, during initial climbout, a turn was initiated to the south, and the aircraft entered a departure stall. The airplane impacting the terrain inverted, incurring substantial damage, and the pilot received serious injuries. The accident investigation is under the jurisdiction of the Government of Haiti.
