NTSB Narrative Summary Released at Completion of Accident

On August 5, 2002, about 1000 universal coordinated time, a Gulfstream G-IV, N12U, encountered severe turbulence over Jinzhou, China, while descending to the Capitol Airport, Beijing, China. No damage to the airplane was reported. The certificated airline transport flight crew and two passengers were not injured; however, the cabin attendant was seriously injured. Instrument meteorological conditions prevailed and an instrument flight rules flight plan was filed for the executive transport flight conducted under 14 CFR Part 91. According to the pilot, the airplane was descending from FL350, to FL170, circumventing a line of scattered thunderstorms. The thunderstorm line was located along a stationary front, paralleling the airway the airplane was being navigated on. The flightcrew advised the cabin attendant of possible turbulence ahead, and the seatbelt sign was illuminated. While continuing the descent through FL300, 12 miles south of the airway, about 15 miles from the nearest "weak" radar echo, the airplane entered a layer of stratus clouds and encountered moderate chop, followed by severe turbulence. The severe turbulence encounter lasted about 30-90 seconds. After the turbulence subsided, a passenger advised the flightcrew that the cabin attendant had been injured. The flight landed without further incident about 15 minutes later, where the cabin attendant was further treated for a fracture of her left ankle. This investigation is under the jurisdiction of the Chinese General Administration of Civil Aviation.
