THE PILOT STATED HE WAS TAXIING FOR TAKEOFF WHEN THE WIND LIFTED THE TAIL OF THE AIRCRAFT AND IT NOSED OVER. THE WIND WAS REPORTED AT 250 DEGREES, AT 15 TO 20 KTS.
