NTSB Narrative Summary Released at Completion of Accident

On October 18, 2002, at 1930 central daylight time, a Bell 430 helicopter, Mexican registration XC-DPC, was destroyed upon impact with terrain following a loss of control during a missed approach near Jalapa, State of Veracruz, in the Republic of Mexico. The two commercial pilots were fatally injured. The helicopter was owned and operated as an executive transport helicopter by the Government of the Mexican State of Veracruz. Night instrument meteorological conditions prevailed at the accident site at the time of the accident. The 65-statute mile flight originated from Veracruz at 1905, with Jalapa at its intended destination. Local authorities reported fog and low visibilities as the helicopter attempted to land at the airport. Witnesses at the airport reported hearing the sound of the helicopter flying overhead as if executing a missed approach. The wreckage of the helicopter was found in an open field scattered for a distance in excess of 100 meters. The accident investigation is under the control and jurisdiction of the Government of the Republic of Mexico.
