NTSB Narrative Summary Released at Completion of Accident

On January 9, 2003, at 0843 eastern standard time, a Fokker F28 Mk 1000 twin turbojet transport airplane, Peruvian registration OB-1396, operating as Transportes Aereos Nacionales de la Selva (TANS) flight 1396, was destroyed upon collision with mountainous terrain during approach to the Chachapoyas Airport, near Chachapoyas, in the Republic of Peru. The captain, first officer, two flight attendants, and 42 passengers aboard the domestic flight were fatally injured. The airplane was owned by Government of Peru and was being operated by TANS on an on-demand air taxi flight. Instrument meteorological conditions prevailed throughout the area for the domestic flight for which an instrument flight rules (IFR) flight plan was filed. The cross-country flight originated at Cliclayo at approximately 0730 local. Search and rescue aircraft located the wreckage of the airplane about 48 hours after the mishap. The airplane collided with terrain on a heading of 312 degrees near the crest of an 11,000-foot mountain, approximately 10 miles north of the landing threshold for runway 31. No distress calls were received from the crew prior to the accident. Both recorders were recovered by the Peruvian authorities. The accident investigation is under the jurisdiction and control of the Government of the Republic of Peru.
