NTSB Narrative Summary Released at Completion of Accident

On March 19, 2003, about 1700 Atlantic standard time, an Aerospatiale ATR 42-300, N216AT, registered to GPA ATR II Inc., and operated by American Eagle Executive Airlines Inc., as flight 5188, a Title 14 CFR Part 121 scheduled international passenger flight, encountered severe turbulence while en route to Santo Domingo, Dominican Republic. Visual meteorological conditions prevailed, and an instrument flight rules flight plan was filed. The airline transport-rated pilot and first officer were not injured, and the flight attendant received serious injuries. The airplane did not incur any damage. The flight originated in San Juan, Puerto Rico, the same day, about 1600. The flight attendant stated that the flight was close to Santo Domingo, Dominican Republic, and the captain had warned that in about 5 minutes they would be encountering turbulence. The flight attendant further stated that he secured the cabin, and sat down, but as they encountered turbulence an elderly passenger was frightened, and he went to assist her. As he was returning to his seat he said the turbulence became severe, and as he was shifting his weight so as not to fall on a passenger, he injured his right ankle. After the airplane landed, examination of the flight attendant by medical personnel revealed that he had suffered a fracture to a bone in his foot. The accident investigation is under the jurisdiction of the Government of the Dominican Republic.
