NTSB Narrative Summary Released at Completion of Accident
On September 21, 2003, at 1600 universal coordinated time (UTC) a Piper PA-60 twin-engine airplane, N713HM, was substantially damaged during a forced landing following a reported loss of power to the right engine during initial takeoff climb from the Tobias Bolanos Airport, near Pavas, Costa Rica. The airline transport rated pilot and his 3 passengers were not injured. The airplane was owned and operated by Multi Time, Inc., of Jacksonville, Florida. Visual meteorological conditions prevailed for the flight to Cozumel, Mexico, for which an international visual flight rules (VFR) flight plan was filed.
Local aeronautical authorities reported that the pilot was unable to continue flight following a loss of engine power to the right engine during the initial takeoff climb from runway 27. The Lycoming powered airplane, serial number 61P-0449-172, came to rest approximately 300 meters beyond the departure end of the runway.
