NTSB Narrative Summary Released at Completion of Accident

On August 21, 2003, at 1530 eastern daylight time, a Cessna 152 single-engine airplane, Dominican Republic registration HI-648SP, was substantially damaged during a forced landing following a loss of engine power while in cruise flight near Punta Cano, in the Dominican Republic. The student pilot, solo occupant of the airplane, was seriously injured. Visual meteorological conditions prevailed throughout the area for the solo instructional flight for which a visual flight rules (VFR) flight plan was filed. The cross-country flight originated from the Las Americas International Airport, near Santo Domingo, at 1445, with Punta Cana as its intended destination. Local authorities who responded to the accident site, reported that the accident site was 8.6 nautical miles short of the landing threshold at the Punta Cana airport. The authorities further reported that the no fuel was found on either fuel tank. The accident investigation is under the jurisdiction and control of the Government of the Dominican Republic.
