NTSB Narrative Summary Released at Completion of Accident

On January 23, 2004, about 1030 Atlantic daylight time, a Piper PA-32-300RT, ZP-TNA, of Paraguayan registration, owned and operated by an individual, impacted with a fence during takeoff at the Puerto Capitan Miranda airstrip, Paraguay. Visual meteorological conditions prevailed at the time and no flight plan was filed. The aircraft was destroyed. The pilot and four passengers were fatally injured. The flight was originating at the time. Information obtained from the Paraguayan Direccion Nacional de Aeronautical Civil indicated that on takeoff from the short remote airstrip, the airplane struck the fence at the end of the runway and impacted with the ground, bursting into flames. The accident investigation is under the jurisdiction of the Government of Paraguay.
