NTSB Narrative Summary Released at Completion of Accident

On November 3, 2004, about 1758 eastern standard time, a Piper PA-23-250, N5474Y, registered to Cacarilla Holding Ltd., experienced a loss of engine power from the right engine and collided with a power line and the ground approximately 1/2 mile from the threshold of runway 14 at Nassau International Airport, Nassau, Bahamas. Instrument meteorological conditions prevailed at the time and a visual flight rules flight plan was filed for the foreign operated flight from North Eleuthera Airport, North Eleuthera, Bahamas, to Nassau International Airport, Nassau, Bahamas. The airplane was substantially damaged and the private-rated pilot and two passengers sustained minor injuries. The flight originated about 1723, from North Eleuthera Airport. The pilot stated to Bahamas Flight Standards Inspectorate personnel that when the flight was approximately 10 miles from Nassau International Airport while operating with each fuel selector positioned to its respective outboard fuel tank, the right engine began surging. He crossfed fuel from the left fuel tank to the right engine which briefly restored engine power. The flight continued towards the destination airport and while on final approach, the airplane yawed to the right which the pilot corrected with left rudder trim input. He also added full power to the left engine. The pilot attempted to maintain altitude but while descending, the airplane collided with a power line. The airplane then collided with the ground where he and the passengers evacuated the airplane. Preliminary examination of the airplane revealed both outboard fuel tanks were empty and both inboard fuel tanks were full of fuel.
