NTSB Narrative Summary Released at Completion of Accident

On June 23, 2007, at 2149 eastern daylight time, a transport category Boeing 757 airplane, N17106, being operated as Continental Flight 653, was undamaged during an inadvertent altitude deviation during ILS approach to the Mariscal Sucre International Airport (QIT), near Quito, in the Republic of Ecuador. The two airline transport rated pilots, the 5 flight attendants, nor the 164 passengers on board were injured. Night visual meteorological conditions prevailed for the scheduled international flight. The revenue flight originated from the George Bush International Airport, near Houston, Texas, at 1530 central daylight time. Ecuadorian authorities reported that the flight had been previously told by Guayaquil Center to expect the published RNAV approach; however, the flight was later cleared for the VOR/DME/ILS RWY 35 due to conflicting traffic. While the flight was proceeding outbound on the 150 degree to the 16 mile DME fix to intercept the localizer, the flight inadvertently deviated from the published IFR procedure, descending below the prescribed altitude. ATC alerted the flight crew and issued instructions to re-intercept the localizer. The lateral path remained normal and no EGPWS warnings were received by the flight during the deviation. The flight continued for an uneventful landing on Runway 35. The incident investigation is under the control and supervision of the control and jurisdiction of the Government of the Republic of Ecuador.
