NTSB Narrative Summary Released at Completion of Accident

On September 23, 2010, about 1645 universal coordinated time, an Aero Commander 500, N100PV, operated by a private owner, was substantially damaged during a forced landing in forested terrain after losing power in both engines near the Las Americas International Airport (MDSD), Santo Domingo, Dominican Republic. Visual meteorological conditions prevailed at the time of the accident. The pilot and three passengers received minor injuries. The flight originated from the Fernando Luis Ribas Dominicci Airport (TJIG), San Juan, Puerto Rico, enroute to MDSD. According to the Director of the Comisión Investigadora de Accidentes de Aviación, “speed tape” was used to cover the fuel filler ports. The airplane was found to only have residual fuel remaining in both tanks, and there were fuel streaks present on the fuselage and both wings. The airplane was fueled prior to departure at Tropical Aviation in San Juan, Puerto Rico, with 119 gallons of AVGAS.
