NTSB Narrative Summary Released at Completion of Accident

On December 10, 2014, about 1430 central standard time, a Cessna 182S, airplane, N661SP, airplane experience a flight control anomaly near Springfield, Illinois. The commercial pilots were not injured and the airplane had minor damage. The airplane was registered to and operated by the Illinois State Police, Springfield, Illinois, as a public use airplane flight. Visual meteorological conditions prevailed for the flight. According to initial information, while maneuvering in a practice area, the pilot retracted the flap. During the flap retraction, a malfunction occurred which caused the flap to contact the inboard portion of the right aileron. The pilots were able to land without incident. Examination of the airplane revealed that the flap and aileron were damaged during the malfunction. The airplane was retained for further examination.
